They have to be someone who breaks things, asks for time off, makes mistakes, and doesn't get things done. Goofy fits all of these characteristics, but they can't fire Goofy--well, Donald can. When Donald is planning to fire Goofy, Mickey quits, and leaves Goofy in charge. Donald is furious at Goofy, but his anger seizes when Goofy says he owes his job to Donald, and performs a song dedicated to him.
