Great Britain is about to go to war with revolutionary France. Horatio Hornblower, newly commissioned Midshipman in His Majesty's Navy, joins his first ship, "HMS Justinian". He makes friends with all but one of the other Midshipmen and this leads to an unpleasant start to his Naval career.
