Ace Hart is a private eye in Dog City, where all are dogs and wisecrackers. Every canine pun is used liberally. Often his cases lead him to Bugsy, the Dogfather, and his minions. Meanwhile, he discusses his cases and all manner of cartoon cliches with Elliott, his creator in the real world. Ace regularly finds himself yanked between divergent storylines and impossibly convenient plot threads.

Bugsy Vile is the central villain on the animated segments of Dog City.
The Dogfather of crime, the character was the arch-enemy of Ace Hart.
His gang consisted of moll Kitty, hulking nephew Bruiser, the excitable Frisky, and the berserker Mad Dog. The character's actions in Eliot Shag's scripts were often mirrored by the behavior of his Muppet counterpart Bruno.

Bugsy Vile was essentially an animated incarnation of the earlier villain, Bugsy Them, in the original Dog City pilot from The Jim Henson Hour. The character's gleeful devotion to "senseless violence" was directly taken from Bugsy Them (the puppet Bugsy was reused as Bruno).
