He uses The Super Instant Mesmerizer concealed in his top hat to steal the hats of the jurors, and their owners. After collecting most of the jury The Mad Hatter decides it's time to steal Batman's cowl, what he calls his "thirteenth" hat, as an attempt to trap Batman and Robin.
