Kid Flash's cross country run to deliver a donor heart is based on Flash (Volume 2) #1 (1987). In that story, Wally had to deliver a heart from New York to Seattle on his twentieth birthday, and encountered Vandal Savage along the way. However, in that story, Savage's presence was a coincidence, not a planned delaying tactic.
On the news report, Iris announces school closures: Spisak Junior High, Keystone High, and Central City High Scools. All three schools are references to Flash. Spisak Junior High is a reference to Jason Spisak (voice actor for Wally West/Kid Flash in this series.) Keystone - Jay Allen (Silver Age Flash). Central City - Barry Allen (Flash).
Green Arrow and Red Arrow stop a robbery at Save-Big. This is a reference to the Justice League Unlimited episode "Initiation", Green Arrow's debut in the DCAU, in which he stopped an armed robbery with a variety of trick arrows. Afterwards, John Stewart inducted him into the League, which mirrors Green Arrow telling Red Arrow that he has been accepted into the League.
The circus firebreather in Haly's Circus was physically modeled after the Red Triangle Circus Gang firebreather from Batman Returns.

He wears an identical orange headband and at one point is mentioned to come from a long line of "Apache Chiefs". His surname is also a reference to a character from _Justice League (2001)_ who was himself based on Apache Chief.
